لم يقتنع بعد عدد ممن يسمون أنفسهم بالسياسيين بالعاصمة الاسماعلية بأهمية فتح الفرص أمام الفعاليات الشابة التي أثبتت قدرتها وجدارتها وإمكانياتها نظريا وميدانيا في عدد من المجالات والميادين، لتحتل مواقع متقدمة في اللوائح الانتخابية للأحزاب السياسية المتنافسة من أجل الظفر بمهام تسيير وتدبير الشأن المحلي خلال استحقاقات شتنبر المقبل، وتساهم بذلك في إخراج المدينة من جمودها والركود وانغلاقها الذي عاشته لسنوات بسباب السياسات العشوائية المرتجلة. والمؤسف أن هذه الظاهرة الغير السليمة باتت تطبع عمل جل الأحزاب السياسية بمكناس بما فيها تلك التي تعتبر نفسها محسوبة على الصف الديموقراطي. وهو الأمر الذي جعل المواطن المكناسي يتردد أو يتخلى عن ممارسة حقه الدستوري في المشاركة السياسية، والمساهمة في مشهد يعتبر نتاجا لسلسلة من التراكمات السلبية المسجلة خلال السنوات المنصرمة سواء على مستوى الأداء الرديء للهيئة المنتخبة التي احتكرت تسيير الشأن المحلي وعُرفت باستغلالها للنفوذ والعبث بالمال العام، أو الحصيلة المخزية للمنتخبين محليا في مجلس مبلقن غالبت على أعضائه المصالح الذاتية الضيقة.
ولنا في خطاب عاهل البلاد الأسوة والمرجع عندما رفع التساؤل إلى الأحزاب السياسية وما أعدته من نخب جديدة لمواجهة المرحلة القادمة، وجس بذلك نبض الشارع المستاء لما تعرضه الأحزاب من مرشحين لا تربطهم بالسياسة سوى الاستحقاقات الانتخابية، ولا تتوفر فيهم لا المؤهلات الثقافية ولا التربوية التي قد تساعدهم على القيام بمهام وفق ما تقتضيه الظرفية السياسية، وتسمح لهم بمعرفة الميادين ذات الصبغة الاجتماعية والثقافية والاقتصادية. بل الأدهى من ذلك أن معظم هؤلاء غالبا ما يتم اختيارهم حتى اللحظات الأخيرة كمرشحين لا لشيء سوى لملئ الخانات الفارغة بلوائح الترشيح الانتخابي.
لنؤكد أن انعدام التأطير من قبل هذه الأحزاب، والمكناسيون يعلمون جيدا من هي ومن تضم، يشكل في حد ذاته تجليا من تجليات الإفلاس السياسي. وهذا طبيعي، إذا علمنا أن هذه الأحزاب لا تنشط إلا في المواسم السياسية المقرونة بالاستحقاقات الانتخابية، وحتى إن نشطت فغالبا ما يتميز نشاطها بالدونية والوضاعة. وحتى بالنسبة للاستحقاقات فليس لها من بد إلا الاستعانة بمرشحين لا تتوفر فيهم ادني شروط الواجب توفرها من استقامة ونزاهة والكفاءة والموضوعية والقرب والانشغال بقضايا الموطنين ومشاكلهم والحد أدنى من الوعي السياسي. وما على المكناسيين إلا انتظار موعد الإفراج عن القوائم الانتخابية ليرى العجب العجاب. فليس من المعقول أن تضم لوائح الترشيح أشخاصا لا يعرفون حتى عدد مقاعد المتنافس عليها بالمجلس الجماعي، ولا حتى طريقة التصويت المتبعة، ولا نسبة العتبة، مما يفيد أن تواجد هذا المرشح هو فقط من أجل سد الفراغ الذي هو في الأصل نتاج لغياب التأطير الحزبي الذي من المفترض أن يكون على مستوى كل دائرة انتخابية. لتصبح بذلك بعض الأحزاب عبارة عن وكالات تجارية تنشط فيها عملية البيع والشراء ليس إلا أو تكون على شاكلة املأ الفراغ بما…
