حتى ولو اختلف الطنجاويون حول قضايا عدة تهم مدينتهم، سيبقى أمر واحد يجمعهم هو وضع مستشفى محمد الخامس الذي لا يحمل من الجهوية إلا الإسم، في مدينة عرفت إقلاعا على كافة المستويات ما عدا قطاع الصحة العمومي. الشيء الذي يطرح أكثر من علامات الاستفهام حول الاسباب الظاهرة والخفية التي جعلت وزارة الصحة لا تحرك الساكن لإعادة الاعتبار لهذا المرفق الذي يعكس صورة سوداوية لواقع الصحة بمديمة طنجة خاصة، وبمنطقة الشمال عموما.
فعلى مدى العشر سنوات الاخيرة لم تكترث لا الوزارة الوصية ولا الوزراء المتعاقبين عليها لنداءات الاغاثة التي أطلقتها ساكنة الشمال، والصحافة المحلية والوطنية بعدما أماطت اللثام غير ما مرة عن الوضع المأساوي الذي يوجد عليه المستشفى الذي تنعدم فيه أدنى شروط الواجب توفرها في المرافق الصحية. فمستشفى محمد الخامس بطنجة هو عنوان للجحيم في الأرض ووصمة عار في جبين القائمين على شؤون الصحة بالمغرب، ونقطة سوداء فيما يسمى بمشروع طنجة الكبرى.
ولقد عاينت الجريدة الحالة الكارثية لبعض مرافق هذا المستشفى بداية من قسم المستعجلات الذي يعرف اكتضاضا كبيرا مقابل نقص الأسرة والممرضين وأطباء المناوبة الذين لا يتعدى عددهم الإثنين على أقصى تقدير. وفي جولتها كذلك قامت بمعاينة قسم جراحة العظام لنصدم من هول ما رأينا من تآكل الجدران، واتساخها. بالإضافة الى انبعاث الروائح الكريهة التي تزكم الأنوف من مرحاض لا تليق حتى لقضاء حاجة الحيونات، فما بالك بمرضى هم في حاجة إلى رعاية نفسية قبل العضوية. كما أن نقص الأسرة إضطر المرضى الى افتراش الأرض في إنتظار موعد قد يأتي وقد لا يأتي مع الطبيب. ناهيك عن غرف بجناح جراحة العظام لا تتوفر على نوافذ، وحتى إن توفرت فجلها مهترئ، زد على ذلك العدد الكبير من المرضى الذي تحتويه كل غرفة في وضع يوحي إلى أن البلاد تعرف حربا لا قدَّر الله.
هذا و لم تستطع الجريدة زيارة باقي جناحات المستشفى خوفا من أن يصاب طاقمها بفوبيا المستشفيات من هول ما تمت معاينته. وفي حديثنا إلى بعض الأطر التي تشتغل بالمستشفى لمسنا حالة الإستياء بادية على وجوههم من شدة تذمرهم من هذا الوضع اللاإنساني الذي يعيشه مرضى مستشفى بمدينة تعد ثاني قطب إقتصادي. وقد عاينت الجريدة أيضا تطوع بعض الممرضين لسد الخصاص المهول في جناح المستعجلات حيث لا تكاد تمر من جناح الى آخر دون أن يستوقفك صراخ المرضى وعويل النساء من طول مدة إنتظار دورهم للكشف عليهم من طرف الأطباء.
وأمام هذا الوضع المزري يبقى والي جهة طنجة تطوان الحسيمة، ورئيس الجهة، ورئيس مجلس العمالة، وعمدة المدينة، وبرلمانيو ومستشارو المدينة، معنيون بهذه الكارثة الإنسانية إن صح القول، في حين تصرف الملايير على مشاريع بعضها يدعو للإستغراب، و بعضها الى الريبة حول الطريقة التي يتم بها تدبير أموال دافعي الضرائب من قبل أشخاص لا يهمهم سوى التسويق لصورهم استعدادا للإستحقاقات الإنتخابية. ولكم في رئيس جهة طنجة تطوان الحسيمة الياس العمري النموذج الراسخ، وكيف يعبث بميزانية الجهة عن طريق تنظيم لقاءات وندوات لا تسمن ولا تغني من جوع، أخرها ندوة حول الكيف التي خلفت استياءا كبيرا من طرف الطنجاويين وتذمرهم من الكيفية التي تهدر بها أموال الدولة عندما استدعى حسب زعمه لأساتذة وخبراء من أمريكا اللاتينية ودول أوربا للإفتاء في أمور الكيف وما جواره رغبة منه في تحول النبتة المحضورة الى نبتة تحضى بإجماع وطني.
ولا يخفى على أحد تكلفة تذكرة الطائرة “buisness class”، وجناح الفنادق المصنفة، وبرنامج سياحي لضيوف شرف هذه الندوة التي قيل عنها أنها علمية، في حين لا يتوفر المستشفى الجهوي بالمدينة حتى على جهاز “سكانير” كحد أدنى والمتوفر في حالة عطالة دائمة. لنعيد طرح السؤال حول متى سيتم الانتهاء مع الاطروحة التي ارتبطت بطنجة بأنها المدينة الدولية، وهي لا تتوفر على مستشفى لائق.
وهنا لن نكرر ما قيل بخصوص هذا الموضوع ما دام سيلقى اللامبالاة. ولن ندق ناقوس الخطر لأن الآذان التي من المفروض أن تسمع صماء. ولكن سنحاول طرح مجموعة من علامات الاستفهام عسى أن نهتدي الى السبب الحقيقي وراء إهمال هذا المرفق الصحي الذي يلجأ إليه ثلثي ساكنة الشمال. فهل استعصى الامر على وزارة الصحة لهذه الدرجة حتى تجد حلا لإعادة الإعتبار للقطاع الصحة بطنجة أم أن الأمر مقصود بمعنى أن لوبي القطاع الخاص بالمدينة هو من يضغط لبقاء الوضع على ما هو عليه. لهذا نلاحظ تكاثر المصحات الخاصة كما يتكاثر الفطر. فرض على الوزارة الوصية الرضوخ الى الأمر الواقع الشيء الذي خلق نوعا من الاحتقان بالمدينة إضطرت معه هذه الأخيرة كما العادة الى تغير مسؤول أو إقالته كأن تغيير الوضع متوقف على تعين مسؤول أو إعفائه. هي إذن سياسة در الرماد في العيون تنهجها وزارة الوردي لتداري عجزها وتنئى عن المسؤولية في وقف النزيف الذي يعيشه المستشفى والوضع الكارثي التي يوجد عليه. فإلى متى سيبقى الحال على ما هو عليه؟
